Former health cabinet secretary Susan Nakhumincha could be back in government after President William Ruto ordered the reorganization of government is his serialized Executive Order No. 1 of 2025, that causes nominations to and reassignments of State Departments as well as postings to the nation’s foreign service.

Ms Susan Nakhumicha Wafula was nominated to be the Permanent Representative, Permanent Mission of Kenya to the United Nations Habitat, Nairobi. She was among six people nominated in the Foreign Service- Ambassadors, Consul-General and Deputy Heads of Mission category in a notice issued on Thursday, March 20, 2025.

In June 2024, President William Ruto dissolved his entire Cabinet, including Health Cabinet Secretary Susan Nakhumicha, in response to nationwide protests led by Gen Z youth demanding government reforms following the controversial Finance Bill 2024. Ms Nakhumicha later revealed that she had turned to farming cabbages in Cherang’any to make a living, facing financial hardships post-dismissal.

Her situation prompted leaders from the Western Region, such as Kiminini MP Maurice Kakai, to urge President Ruto to consider appointing her to another government position, acknowledging her competence and dedication during her tenure.

Additionally, Professor Edward Kisiangani was appointed Senior Advisor and Member of the President’s Council of Economic Affairs. He has been moved from his previous post of Principal Secretary, Broadcasting. His appointment comes days a stand off he had with select media. He directed the cancellation of all government advertising placements with Standard Media Group, citing administrative advice. This move was perceived as a response to the media house’s critical coverage of government activities.

The Editors Guild condemned the action, labeling it an attempt to undermine press freedom. Subsequently, the High Court intervened, ruling that such directives violated constitutional provisions on media freedom and that the former PS lacked the authority to unilaterally impose such bans. The court emphasized that any government advertising policies must adhere to principles of fairness, equity and respect for fundamental rights.

Dr Belio Kipsang was also re-assigned to the Ministry of Interior and National Administration where he will now serve as Principal Secretary in the State Department for Immigration and Citizen Services. He moves from his previous post where he served as the PS for Basic Education.
